China’s new guidelines for autonomous driving pave the way for the industry’s development. It removes regulatory ambiguity and grants freedom to test autonomous vehicles. The Ministry of Transport’s trial guidelines target AV services like robotaxis, self-driving trucks, and robobuses. The guidelines require AVs to operate within designated areas, apply for relevant licenses, and have clearly labeled vehicles. In-car safety operators are also mandated, with varying requirements for different degrees of automation. China’s approach to AV regulation involves active monitoring and real-time transmission of essential data in case of accidents. The rules also include specific requirements for recorded event data in the event of an accident, including in-car video and audio recordings. Chinese regulators have taken a more active, surveillance-based approach compared to U.S. regulators.
